Awaiting Response Graffiti Maintenance
program to include instant removal of graffiti by paint spraying. Community Security Officers have graffiti
removal kits and volunteered to help NATC with this initiative. Sun Hill/ Stratton Bates
New equipment being installed. Verge Flora and Fauna Resolution: To continue cutting recreation verges on safety grounds. Proposed
Cllr. Middleton Seconded Cllr. Jeffs (AGREED) Rejection of request to stop cutting
verges to protect the verge fauna and flora. Clerk to write informing of
decision. PUBLIC
PARTICIPATION (Adjournment) Mr. R. Atkins Q. The lower floor toilets at
Arlebury Park had been closed since 16th who is responsible for reopening these
facilities A. NATC is responsible and would
review the situation. Q. Does the APSSC lease cover the 1st
floor balcony. A. 1st floor balcony is a
common area. Q. Which NATC Cllrs. are on the APSSC
board. A. Cllr. Luckham Q. Have NATC received the Alresford
Rugby Club annual fee. A. RFO will be asked and a reply
forwarded to Mr. Atkins. Q. Will the Sun Hill Graffiti policy
be applied to Stratton Bates A. Yes SPORTS
SECTION Football TI report Controversy had arisen over the
balcony seating. The football club
sought advice from appropriate authorities and had instructed a professional
risk assessment to be carried out for the Fire Inspector. Glasses on the balcony rail remained a
safety problem. Clerk to cost beveling the balcony rail to prohibit this
activity. An interim agreement had
been obtained from Cllrs. Middleton and Gentry to site a burger van in the
car park on match days to conform to league requirements. This was agreed subject various
conditions. Clerk to obtain required
conditions. TY report A 6 a-side tournament had raised £3,100
to cover required coaching course costs.
Further courses would have FA funding assistance. The youth club ran teams for all
ages. A seasonal overlap between
sporting fraternities was identified and the Clerk was request to write to
the Rugby Club asking that they train below the tree line at (lower field) to
comply with their licence agreement. Cricket No Cricket

Middleton stated that a CPO meeting was scheduled for July to discuss the
final details of this project prior to cabinet presentation. Tennis No Tennis representation attendance but Cllr. Middleton
reported that the Employees requirement had been updated. Perins NATC and
Perins had agreed to meet to discuss shared facilities and other pertinent
issues. Petanque - Resolution: To
revisit the request for a Petanque pitch. Proposed Cllr. Middleton Seconded

AND EQUIPMENT Resolution: To replace Sun Hill burnt out plastic
bin cost of £195.88 (metal) + £18.47(FireXpire)
Proposed Cllr. Jeffs Seconded Cllr. Power (AGREED) Resolution: To refurbish the play equipment at Sun Hill. (Paint) Proposed
Cllr. Jeffs. Seconded Cllr. Middleton
(AGREED). Clerk to liaise with CPO regarding paint products. Resolution: To allow Community Security Officers to haveweekly
barbeque for youths on Recreation Grounds. Proposed Cllr. Power
Seconded Cllr. B. Jeffs (AGREED) The barbeques should not be held on
official football pitches and all sites to be properly cleared. Additional Equipment for the Skate Park. Youth funding was available from
HCC. Clerk to write advising of this
opportunity suggesting that an application to HCC may provide funding for
additional Skate Park equipment. Floodlighting
at this facility would not be condoned by NATC. STRATTON BATES PAVILLION No report item on-going UNSTRUCTURED PLAY It was felt that more information
was needed prior to decisions being made.
Cllr. Power to invite a guest speaker to the next meeting. The Committee were concerned with the risk
criteria and the potential insurance implications of an unstructured play
area. Likely areas needed to be
considered. FINANCE Budget figures£25k. Spent to-date. £7.5k. It
was noted that this is the heavy park maintenance expenditure period. Open Spaces
£124,911 funds available as at
30/4/07. Clerk to obtain current
figures and potential future open space funds. FUTURE
