PARTICIPATION (Adjournment) Mr.
R. Atkins Q. Has Rugby Club paid their annual
fee. A. Not as yet. Q. Why is there no accounts available
and what is the committee’s current spend A. NATC accounts being transferred to
SAGE software once available Mr. Atkins will be forwarded a copy of the
Committee’s accounts. Currently the
Committee is under budget. Q. Why has the Stratton Bates Tree
Strategy been dropped from the Agenda A. There is insufficient funds
available for this project due to
legal costs incurred by NATC in respect of the Steven’s case. Q. Is there sufficient money
available in Open Spaces for CPO and Tennis Project. A. Both projects will go ahead with
the aid of Open Space Funding. Q. Will the Football Club be
recompensed for work carried out in and around Arlebury Park. A. This matter is being amicably
reviewed by NATC and ATFC. Q Mrs. Stevens had sent a letter
regarding Sun Hill Recreation Park A
Mr. Atkins was informed that NATC would reply to Mrs. Stevens letter.
SPORTS
SECTION Football TI report Reported that the 1st team
was doing reasonably well and that the reserves were top of their division. ATFC would be delaying sending off papers
in respect of qualifying status until the problem with APSSC had been
resolved. TI expressed concern
regarding the town perspective relating to the Arlebury Park funding. The sporting fraternity, the club and the
council had benefited from the Football Foundation funding and TI request a
breakdown of the spend to illustrate the overall benefit the Football Funding
had given to the community at large.
TI reported concern over the following issues. Taps in new changing room were broken. Smoking and drinking on the balcony. Drinking on the balcony results in the
fining of ATFC. The APSSC was not
being cleaned. Clerk was aware of
these matters and the Council would be reviewing the situation. Clerk to have paint tins removed from
boiler room as this represents a fire hazard. TY report The pitches were reported to be in
good condition. There were 150
members which represented 7 sides . The Chair congratulated TY on this
achievement. Stratton Bates lights in toilet was reported to be again not
working. Cricket – No Cricket
representation attendance Rugby - No Rugby
representation attendance. Cllr.
Middleton stated that work on the CPO continued to go forward. Tennis – RMCP thanked the Chair for his work on the Tennis
Specification. Clerk to send
specifications out. HL reported that
the LTA did not recognize the NATC and would not accept the lease as
guarantee for their 50% of the loan.
The Tennis put the following resolutions to the committee to resolve
this situation. Resolution: For NATC to formally stand as guarantor for LTA loan in respect of
refurbishment of Tennis Court and Tennis Hut. (Chairman stated this committee could not give guarantees on
behalf of NATC and would put the request to Full Town for consideration on 4th
October) Resolution:
To have the tennis lease of 25yrs
formally worded by a solicitor at the
expense of the Tennis Clu Tennis

PETANQUE - Resolution: To cost rinks at
Arlebury Park . . Proposed Cllr. Middleton Seconded
Cllr. Jeffs (AGREED) PARKS
AND EQUIPMENT Rubbish Bins
Chair and Grounds man to select a
standard rubbish bin for all Recreation Park to replace all damaged bins.
Arlebury Park Parking Bays Resolution: To extend commercial parking bays and install
commercial signage to all bays abutting the flint wall together with the
installation of the cycle rack in bin bay. Proposed Cllr.
Power Seconded Cllr. B. Jeffs
(AGREED) Resolution: For Thursday Market Traders to be charged £10 per
day per vehicle for parking at Arlebury Park. Proposed Cllr. Power Seconded Cllr. B. Jeffs (AGREED) Notice Board Resolution: To commission Keith White to build and install a notice board at Arlebury
Park at a cost of £950.00 (Resolution to be put to Full Town Council for
review on 4th October) Pot Hole Repairs Resoution: For TI to repair pot holes
in grass verge at Arlebury Park and to improve access to area at not cost to
NATC. Proposed Cllr. Middleton Seconded Cllr. B. Jeffs (AGREED) Rotary Bonfire Night – Clerk to contact Rotary Club regarding Bonfire
Night arrangements and implementation. FINANCE Open Spaces
Clerk to obtain schedule of end date
for all open space contributions. FURTURE
