5 Public Participation Mr Tulley was invited to speak. Mr Tulley introduced himself and advised that he wished to endorse his written comments on the Forum Article re the Bus Stop at Hankins Court. Cllr Gentry offered the background to the bus shelter – 3yrs ago NATC were close to erecting a shelter at this location, then planning application for Hankins Court was put forward, the erection of the bus shelter was deferred at this point. The purpose of the Forum article was to enable discussion with residents. No decisions made but seek shelter that is acceptable to the community Cllr Yeldham asked if there was a specific requirement for bus shelters to be a certain distance from road junctions. Clerk to investigate with Planning Cllr Cattle Hankins not suitable location for bus shelter looking at other locations. Advised that the dropped kerb at Hankins Court is to be rectified Mr Tulley referred to his suggestion of Pound Hill Cllr Gentry advised he had spoken with HCC with consideration to move shelter to Hetra/Coop. A meeting being arranged, Cllrs Cattle, Yeldham and Gentry to attend. Cllr Cattle asked what location at Pound Hill Cllr Gentry advised circa the dentist. Cllr Gentry advised Cllr Jackie Porter is setting up the meeting to evaluate the options and these will be brought to the next Environment Committee meeting Cllr Jeffs arrived 7.45pm |

7 Dog Bins Resolution 4 x 120L dog bins to be purchased and placed as follows 1 Arlebury Park triangle 2 Churchyard 3 Millenium Trail Ladywell Lane 4 Spring Gardens 5 Relocate bin from Arlebury Park Kissing gate to bottom of The Dean Resolution Proposed: Cllr Jeffs Seconded: Cllr Yeldham Town Trustees to be advised of Dog Bin being erected at Arlebury Triangle Locations for Dog fouling Signage to be erected to be decided following site visits 8pm M Gould left meeting |

8 Allotments 8.1 Suitable new site options following Playground survey 19 people currently on the waiting list for allotments. Option – Sun Hill Recreation ground. Location discussed with following points raised; - access for water to be piped to site. - adult presence might reduce the reported anti-social activities - good number of plots – could clear waiting list Cllr Gentry suggested item in Alresford Forum Visit to site to pace out approximate number of plots. 8.2 Resolution to approve payment of £955 to cut/clear brook by Allotments By P Bridges – Take to full council Proposed; Cllr Jeffs Seconded Cllr Yeldham Clerk to enquire if cost could be reduce if work deferred to winter months Cllr Yeldham advised of roadside water spillage at Spring Road Cllr Jeffs suggested investigate possible grants form WCC/HCC for work 8.3 Resolution approve payment 40mtr pipe and double headed tap for new site Two quotations requested Woolheads quotation £1,838.00 Middleton not yet received It was discussed that the Woolheads quotation was too high. Suggestions that contact is made via Andrew Merry re the hire of plant to enable some of the work to be done to enable reduction of costs. Resolution to be postponed at this stage |

9 Chairman’s summary Cllr Cattle advised that a meeting with Mr C Wilson, Cllr Cattle, Cllr Yeldham, Jeffs and Cllr Jackie Porter with regard to the trees in Salisbury Road. Mr Wilson to be bringing a plan of the proposal to the meeting for discussion on Friday 18th July at 12.30. Cllr Cattle gave an update on a meeting held with Cllr J Porter on the 16th July on the issues and options discussed re The Soke Cllr Gentry commented the problem is the damage caused to houses and the Bridge and risk to pedestrians. Solutions discussed; A long footpath on the Fire Station side by the Soke. Move the Watercress works – Bishops Sutton Rd Propose to Full Council to consider installing a long footpath on the Fire Station side by the Soke Cllr Jeffs advised that on attending other bodies it was presumed by those bodies that Cllrs have decision making powers. Procedures to be put in place for all Councillors on external bodies to ensure that full council is obtained prior to ratification of external body requests. |

10 Finance Cllr Cattle referred to Report Cllr Gentry commented on issues outstanding before any additional sums could be passed to Environment Committee for ongoing maintenance Cllr Cattle Cost of Allotment works high Cllr Jeffs suggested allotments holders assist by volunteering to do some works. Cllr Cattle suggested writing to Chair of Allotment Society to see if the holders may wish to volunteer in the trench digging to enable reduction of costs Cllr Gentry suggested to check with P Bridges if work being done at end of year would it have a reduction in quotation received.
