Committee Membership   As the Environment Committee was the only sub committee without outside body representation a discussion took place as to which bodies would be appropriate to invite onto the committee.   It was agreed to review the February 2010 Agenda to ascertain which external bodies would be appropriate to invite onto the Committee.   It was recognized that there would be occasions when it would be beneficial to the Committee to invite representative from the Greening Campaign and the Alresford Society,

Lighting Inventory 2009/10 Update    HCC would take on the responsibility, maintenance and upgrading of all Alresford lights with the exception of  one light at Great Weir, one light at Hill Terrace, one light at Spring Gardens and one light at Brandy Mount.  HCC would be taking over approximately 50 lights leaving NATC the responsibility for only four lights.  The estimate cost for this initiative was £3k-£4k and the anticipated reduction in the utility cost would be from £3.5k to £350.  The principle for this had been agreed.  HCC to forward the final inventory and documentation.

SID - All documentation had been completed and forwarded to HCC.  All sites were agreed.  The schedule of movements to be ratified by HCC and training to move the unit to be under taken prior to installation.

Alresford Town Partnership – Cllr Jeffs reported that WCC funding was being sought for annual youth cricket and youth tennis events.  She had approached WCC for funding of a temporary summer Swimming Pool.  BJ to carry out a cost analysis identifying the ratio of costs between daily transports to the nearest Swimming Pool against the hire of the temporary pool.  Should this project be funded by WCC it is proposed that the pool be located at Alresford throughout the school summer holidays.  The pool is sponsored by British Gas and would cost £5k.

The following environmental requests were raised at the AGM.   (1)  A cycle path provision to Bishop Sutton.  Clerk to arrange a meeting to discuss this provision with Bishop Sutton Parish Council.  (2)  A footpath to Tichborne Down. The Committee pointed out that there were already two footpaths to Tichborne Down.  (3)  Insufficient play equipment for young children.  This was identified as a matter for the recreation committee.  (4)  Clearance of the footpath north of the lake to Bighton.  This area was outside the Alresford boundary.

(5)  The litter bins at the new Perins car park were reported as inadequate.     Resolution:  To propose to WCC that NATC finance the provision of an appropriate litter bin and that WCC finance the on-going emptying of the bin.  Proposed: Cllr. Gentry.  Seconded: Cllr. Cattle (AGREED)

It was reported that the Partnership was financial stable and that they had changed their name to the Alresford and District Partnership.

Allotments - Work was underway at the new allotment site but it was anticipated that it would be 4- 5 weeks before it was possible to ascertain the number of plots for allocation.  There were currently 38 people on the waiting list.  It was noted that future allotment sites would be difficult to locate.   It was generally felt that half plots would be a good solution to the current difficulty where the demand for allotment plots are surpassing the land availability.

Cycle Racks  - The cost for cycle racks were in the 2010/11 budget.  WCC had shown a willingness to install cycle racks in Broad Street.   Clerk to investigate whether any of the NATC sites identified in Broad Street would be covered by WCC.

Finance

Resolution:- To approve the 2010/11 Environment Budget of £14,300

Proposed: Cllr..B.Jeffs.  Seconded: Cllr. Yeldham (AGREED).   It was noted that half the environment expenditure represented costs incurred for the clearance of litter and dog fouling.  

Locations for Bus shelters were discussed.  Mitford Road and Tichborn Down were identified as possible sites.  Public opinion to be sought via the Alresford Forum article as to the communities preferred bus shelter sites.

Resolution: To spend £400 for the provision of town sign and map at the station car park.
