Youth
Presentation by Stuart McCullock Stuart McCullock was asked to
introduce himself to the Committee. Mr. McCullock represents youth issues
on Town Partnership. He is Chair of
the Alresford Youth Association.
External Service coordinator at Perins and is involved in supplying
information to help families with 0-5 year olds. DECLARATION

CARRIED FORWARD Arlebury Park Cycle Rack
- Cycle Racks to be installed by end of July. Sun Hill Matting
- Completed Petanque Terrains - Debate took place regarding the implementation of the
terrain but as Full Town agreement had been obtained Standing Orders dicatate
that this project be carried out in accordance with Full Town 7th February
agreement (Min.614.1.2.1) Allotments at Arlebury Park - This matter formed part of the Playground Survey and it
was agreed that Arlebury Park was not the appropriate site for
Allotments. (Matter Closed) (meeting adjournment) PUBLIC
PARTICIPATION Mr.
Atkins Q. Objected to the implementation of a Petanque Terrain on
the grounds that no formal Petanque Club was established which would result
in no fee being levied for the
area. He pointed out that Sports
Clubs using the park are charged a fee. A. Objection was
noted by the Chair. Q. Was informed that NATC were not entitled to use the
APSSC assets and stated that a fraud had been perpetrated. A. NATC had an
obligation to the clubs and community
to open the premises and Mr. Atkins was asked to produce details of his
allegations of fraud. (meeting
reconvened) SPORTS
SECTION TI Football - Reported that Football had commenced training and that
they were happy to report that they had not been relegated to a lower division.. TI reported the following problems to the
Committed:- 1.
Perins Community School -
Community were not being given favourable rates. Rates were found to be lower outside the community and
Alresford Football Club were forced to train outside the area. JR to liaison with Perins. 2.
Stratton Bates Pavillion - A
break in had occurred which rendered the facility unusable. Clerk to investigate and organize repairs. Police had been made aware of this
situation 3.
Vandalism - Had escalated at
both Stratton Bates and Arlebury Park.
Arlebury Park was encountering
unacceptable levels of damage. The
Police had been made aware of this situation. Costs
for gate to prevent youth access to the Arlebury Park balcony had been sought
to prevent unauthorized access. TY Football
- Reported the youth fund raiser had
been successful and youth training would commence on 1st
August. Various items had been stolen
from the Stratton Bates Pavillion and TI reiterate that repairs were required
before the facility could be used. An
alternative venue was being sought for the youth annual fund raising event as
it was felt the ARC hall hire was to high.
TY was informed that the hire costs were lower than other like
facilities in the area. AJ Cricket - Reported that all teams were doing well. He concurred withTI that the Arelbury Park
Grounds were being spoilt by youth vandalism. The club had good links with Sun Hill School but felt that Perins were forming
cricket links outside the community to the determent of local cricket. JR to liaise with Perins. HO Rugby - Reported that they had a new coach and
that membership numbers were increasing.
Due to league structure they had fewer games and this season they
would be playing 6 away and 6 home games.
The club would be arranging friendly matches to compensate the
shortfall and the league were reviewing its structure. RMcP Tennis - Gave the Clerk a set of keys for the
new Tennis Court. The
Pavillion was in the process of being selected and planning permission was
being sought for its construction.
NATC had the Tennis License and would inform the Club once all points
raised were agreed. Council felt it
would be beneficial to the club to have the pebble ramp leading to the side
entrance concreted. The Club were in
agreement and would look at this matter at a later stage. JR Perins - No Report. STRATTON
BATES PAVILION The Committee requested costs
be obtained to renovate Stratton Bates Pavilion to ensure that the project is
considered in the 09/10 budget. It
was felt that the renovation would encourage a wider usage of the
facility. Clerk to obtain estimates
for budget and to carry out the relevant repairs needed to ensure that the
facility is operational. Clerk
reported problems with accessing the premises TY and TI to inspect premises
with Clerk and to assist with accessing of the premises. FINANCE
UPDATE Reports were reviewed and congratulations were given upon the
layout. Sports invoices were known to
be outstanding and would be issued to all Clubs in due course.. PARKS
AND EQUIPMENT Playground
Survey The Committee reviewed the survey and
considered that costs be obtained in order that an on-going strategy could be put in place to maintain
and renew playground equipment. A
slide was to be installed at Arlebury Park.
Clerk to cost for this equipment and
Open Space funding approval to be obtained. A quote to be obtained for the soft surfacing of all play
areas to implement a rolling program of repair. Three monthly inspections to be carried out by Cllrs. of all
the play areas. It was reported that
Zurich carried out an annual check of equipment for insurance purposes. Concrete rubbish bins were to be installed
at Sun Hill. Peter Bridges to quote
for the cutting back of trees to the north of the Sun Hill Playground. It was reported that the residents of
Benenden Green reject the idea of a play area as the Green functioned
successfully as a general purpose open space. A questionnaire relating to this topic was being carried out
by Schools and MP to ask that the Council be provided with the results of the
survey. Resolution: To
accept the recommendations and to obtain costs in accordance with the
Playground Survey. Proposed Cllr. Gentry Seconded Cllr.
Power (AGREED) Clerk to obtain
quotes. Resolution: To repair The
Rocking Horse at Sun Hill for a cost of £380 and to repair the aerial runway
at Arlebury Park at a maximum cost of £500. Proposed Cllr. Yeldham Seconded Cllr. Power (AGREED) Resolution: For the Rotary Club to hold
their annual bonfire and firework display at Arlebury Park on the 5TH
November. Proposed: Cllr.Power Seconded T. Ingram (AGREED) TI asked that the Rotary Club be
informed that the Floodlights for the event should only be operated by the
Football Club. It was suggested that
the Rotary Club donate money to a charity for the use of the floodlights. ITEMS FOR NEXT AGENDA AND DATE OF NEXT MEETING Agenda Item - Resolution: For S. McCullock to
