PUBLIC PARTICIPATION

Five members of the public present to express concerns re line of trees Sun Hill Rec behind Oak Hill properties.  Trees in question are 30ft above the gardens, request they they be looked at to ascertain whether they have become dangerous.  Problems caused by shading to gardens and described as ‘scary’ on windy days.  Cllr Cook has seen the trees and recommended that professional advice be sought.  The trees are self seeds and growing out of a sheer chalk bank.  Mainly sycamore, an oak tree at the end.  It was requested that trees along the entire bank be included in any work as if only the worst are dealt with, the others will follow on soon after.  BJ advised that beech and sycamores can be taken down by 60%.  MP would not want to see taken down lower than 15 – 20ft.  Possible that some may have TPO’s, this to be checked.

SPORTS AND YOUTH

Football  New season now underway with Saturday and Sunday sides.  Senior club not accredited with chartered standard – part of the agreement for Arlebury Park funding.  TI has had interview with the FA for Arlebury Park approval, there were no problems.  Continuing problems with youths on Friday/Saturday nights.  TI had three alarm call outs since the last meeting.  RG asked whether shuttering back the area would help.  TI thought not as would still have the same issues, drunken youths after midnight.  Noted that alarm not activated by kicking the front door, this not alarmed as access to public area.  Alarmed areas are office, bar areas and cellar.  Youths getting onto balcony sets off alarm.  Shuttering downstairs currently being considered, this would remove the seating amenity.  TI reported that again Tennis changing room left unlocked and changing room 2.  Sports clubs advised that should areas left unsecured be vandalised the Council may be reluctant to carry out repairs.  Noted that rugby and tennis currently use the same changing room – the old council office is now a changing room, TI suggested they have one each.  Sports clubs to agree this between themselves and inform clerk what is agreed.

Need for co-operation between Rotary, football and rugby on bonfire night.  The bar will be open, noted that access for staff must not be impeded. Anyone watching fireworks from the bar area should have a ticket for fireworks.  TI suggested to avoid impeding access, money/tickets should be taken at the five bar gate access.  TI would then arrange to leave fence in place to help prevent access being taken from the other side.  RG suggested that Rotary should within the next two weeks propose how they will organise the event in order that terms and conditions can be put in place that suit all parties.  Noted that terms and conditions need to be formalised.

Youth Football – No report

Cricket -  AJ thanked TI for his help in getting the ground ready for them.  Cricket not had a good season.  AJ will pass fixtures for next year on to clerk and TI when known.

Rugby  HO reported that  the season had been started with enthusiasm, first game lost.  Have now found someone to manage/coach, problem is that there are not enough skilled players for the key positions.  Players coming out of Perins are then being lost to other clubs e.g Petersfield, Winchester.  High numbers though attend the training sessions at Bighton.  The club retains its high profile especially with events such as Alresford Show and Watercress Festival.  This is the club’s 21st season and a celebration ball is planned for next June.  Concern raised the need for ceiling repairs in changing room 1.  This has been discussed by the Facilities Committee and is included within a priority package of works to be carried out.  Currently quotes are being obtained for the roof repair which has to be done before the ceiling.

Tennis  RM thanked Cllr Power for her help in putting the club in touch with Bighton and Old Alresford PC’s.  Bighton has agreed to help so funding is now all in place.  Currently waiting for completion of drawings for Building Control.   Two of the floodlights have gone, remaining six may go shortly – they are now 8+ years old.  Town Clerk to speak to Stuart Dunbar Dempsey to ascertain whether this would qualify for open spaces funding.

Perins – No report

Youth  Attendance at the youth club has been low possibly because of summer weather.  Alresford Youth Association’s AGM held on 28 September.  Future arrangements for the association to be reviewed.  Revenue funding for ‘in house’ youth workers to be explored since County funding withdrawn.  Maintaining the building for two hours a week use is not viable, so may consider selling, using revenue to hire premises and pay for youth workers; and widening up the Association and using the proceeds of asset disposal to fund re-provision of the core function of providing leisure facilities for young people by another organisation.  The building is owned by the Youth Association so they will have the equity.  Money raised through any sale  should be used for youth provision, this would be expectation of those who fund raised and put work in to purchase building for its current purpose.

Arlebury Park

Proposal for Extension to Skate Park/BMX Track:  Has been established that planning consent not required.  Specification being drawn up against which to invite tenders.  The bid for Sport England for £50K nearly complete, target date 13 February 2012.  SM has been in touch with Russell Gordon Smith, acoustic specialist.   The proposals now ready to be put to a public meeting for consultation.  To be placed on next Full Town agenda.

Football Signage:  TI agreed to look at signage and remove or replace any untidy signs.  Acknowledged that signs at the back look good.

Play Equipment:  The longboat has been re-installed with a concrete base.

Stratton Bates

Play Equipment Update:  The cheese slide and playhouse have now been installed, and will be followed by the stepping logs.  The guides have offered a bench for this area – to be followed up.  Radar lock obtained for disabled swing but problem with fixing due to shank length.  TI agreed to look at it.  Possibility that chain is too short, MP will seek opinion from a known disabled user.

Pavilion:  Community use is currently restricted due to the youth football club’s equipment blocking access to the kitchen and toilets.  Clerk to contact Chris Burt/Kevin Kearns.

Anti-Vandalism Notices:  Estimated cost of A3 size aluminium composite sign £38.00 or £69.00 with post and fixings. 

Resolution:  To purchase for each playground one A3 aluminium composite sign, without posts but to include fixings, worded ‘Report Vandalism or Anti-Social Behaviour Call the Police on 101’.
