Mansfield Forthcoming Election
Thursday 26th June - Bryce Mansfield elected. The
Chairman introduced Cllr. Bryce Mansfield to the assembled body as the newly
elected member for New Alresford.
Cllr. Mansfield elected to be a member of the Environment and Finance
Committees. Minutes of the meeting held on 12th
June, 2008 Proposed: Cllr. Gentry Seconded Cllr. Read (AGREED) Actions Carried Forward from 12th
June, 2008 Cllr. Porter village
hall grants - Grants not applicable to Parish Council. For Charities only. Byelaws incl. enforcement
of alcohol restrictions in Parks. Liaising
with Police as the Alcohol Consumption Designation Order not appropriate to
under age youth drinking. Refurbishment of
Arlebury Park Toilets. Decorating of
Arlebury toilets underway. To repair Flint Wall adj. Pound Hill. Awaiting quotes. Perins Fence Repair -
Clerk received a letter stating the remedial repair would be considered after
the completion of the footpath. Clerk
to write to Perins informing them that the gaps in the fence constitute a health
and safety problem and NATC believe immediate action is required. The Police had also informed NATC that
they felt the gaps in the fence represented a hazard. District and County Councillor’s
Report Cllr. Porter informed the Council of the
following:- There
was a 8.5 million under spent in adult social care. Parishes
to bid for repairs to Pot holes by 21st July. Meeting to be
arranged. Salisbury
Road plan ready for review and work budgeted for this year Perins
planning application has been approved.
So repairs to fence should be started in Sept. There
was confusion in respect of organisational responsibilities. NATC requested to ensure all organisations
were aware that they have overall
jurisdiction of the Town as they were the elected body. JP to
identify footpath ownership in and around Alresford The
Children Centre locations and partnership links were destroying the concept
of New Alresford as a hub for surrounding parishes. JP to investigate. Cllr. Cook informed the Council of the
following:- All
official bodies spoke in favour of the Perins Car Park and application was
approved. Suggested
a meeting be arranged with the Police in respect of the Perins Footpath. Speed
limits in Alresford and other traffic problems were under investigation. Feedback welcome. Railway
Cutting application due for review on 24th July. NATC
were advised to review proposed Gypsy site to ensure agreement. Public
Participation (meeting adjourned) Bob Sanger Q What is happening about the dropped pavement at the Hankins (New Co-op) site. A Work is
scheduled to rectify the situation. Q What is NATC
doing about the Dog Fouling. Could
the Dog Wardens come at specific times A There is a
Dog warden and NATC believe that a prosecuted would act as a deterrent. Dog
Wardens can be asked to target areas at specific times. The police also have powers to fine
offenders. The attire of Dog Wardens
and Police alert Dog Walkers of their presence making it difficult to catch
offenders. Q The Grass and
verge cutting carried out by WCC/HCC is inadequate and badly executed. This service is included in the
City/County rates. It would be cheaper and better managed if New Alresford
took over these responsibilities. A. Comment noted. Mr. Atkins. Was happy for NATT to endorse the Perins fence repairs. Q When will Trevor Ingram receive his £10K A.Mr.
Atkins had no authority to represent Mr. Ingram. Q. Mr. Atkins informed the Council that he
was representing the APSSC in respect of
their assets. A.
NATC believed that the community were happy with the proceedings the only
objections being raised regarding this matter was those of Mr. Atkins Q. Mr.
Atkins believed the agreement in respect of the sale of the APSSC was
fraudulent. (meeting reconvened) Police Presentation The police made application to
the council for the introduction of CCTV cameras in the main town and for the
removal of the bench at the bottom of Jacklyns Lane where youths are known to
congregate. Grants can be obtained from the
police crime prevention unit and WCC for the installation of CCTV but it was
felt that due to the low crime rate and the Alresford conservation scene the
introduction of CCTV was unwarranted.
It was felt that the removal of the Jacklyns Lane bench would not stop
the youth congregating in Alresford it would only move the problem to another
location. The police confirmed that
they had powers to seize alcohol from under aged drinkers and that there was
insufficient over aged alcohol abuse to support an Alcohol Consumption
Designated Order in any of the Arlesford Parks. It was generally agreed that beat police were the best form of deterrent
and the introduction of PCSO was commended.
A quote for a gate to stop youths congregating on the upper floor of
Arlebury Park was being obtained and NATC may consider the installation of
CCTV at this site. The Police
considered Alresford to have a low crime level. Finance Resolution: To approve payments for June
,2008 (£18,298.91) Proposed:
Cllr. Gentry Seconded Cllr. Phillips
(AGREED) Resolution: To approve the NATC accounts for year ended 31st March
2008. Proposed Cllr. Gentry Seconded Cllr. Phillips (AGREED) Committee Reports Committee Structure. Councillors
were requested to email clerk with their views on the paper issued in respect
of Committee Restructure. Recreation Committee The
key points of the Play ground survey were highlighted. The gutter at Stratton Bates pavilion to
be repaired immediately. A
maintenance budget to be introduced for playground repairs. Costs for this maintenance to be considered
in the 09/10 precept. Environment Committee Reported
that the bus stop would be repaired next week and the cycle racks in Broad
Street would be installed by the weekend. Planning Committee Planning
Application for Perins Car Park had been approved which should release the SEEDA grant. Perins had undertaken to move their
pitches. NATC monitoring Gypsy and
Travel site. LDF reported had noted NATC
comments. LDF document to be
monitored to ensure it reflected comments of the community. Design Statement had been printed and
published. Tourism Committee Resolution: To
agree in principle a grant of £2,500 for next year’s Watercress Festival from
the 2009/10 Tourism budget. Proposed Cllr. Phillips Seconded Cllr. B. Jeffs
(AGREED) Tourism
had received reports of caravans parked in Drove Lane. This site was outside the New Alresford
boundary. The location is under Old Alresford jurisdiction. Arlebury Park Update Report The
report in respect of Arlebury Park had been circulated and Councillors were
happy with the actions taken. To
ensure that the Centre could become operational the following resolution was
put to Council Resolution: To
establish and implement the working practices required to operate a bar to
meet the needs of the sporting clubs. Proposed Cllr. Gentry Seconded Cllr. Yeldham (AGREED) Reports from Outside Bodies Town Partnership - Were seeking a grant. Chamber of Commerce - Were positive about the Perins Car Park. Meeting Dates and Items for next
