PUBLIC PARTICIPATION (Adjournment) Q. Trevor Ingram
- Had received a request from Susy Denahy to use the Arlebury Park lower
field to facilitate a party and erect an inflatable for the 6th
year Sun Hill Juniors on the 7th July. A. TI asked to
pass the correspondence to the Clerk and provided there were no other
functions booked the Committee had no objection to this request. Q. Robin Atkins
Was concerned that the new council would not honour the terms of leases
signed by the old council. He
stressed the terms of leases were made in good faith and the conditions had
allowed sporting fraternities to acquired funding. Any renegotiation would jeopardise the terms of grant/loan granted. Q. Robin Atkins
The old council had pledged open spaces funding to Compulsory Purchase the
land adj. Arlebury Park on behalf of the Rugby Club and he wished for
confirmation that this pledge would be honour. A. There was no
move at the present time to alter the terms of sports leases and as there was
a shortage of recreation space which
NATC had a duty to provide the
pursuance of CPO would not be curtailed. Q. Robin Atkins
informed the meeting that the facilities committee had agreed that the
funding for additional work already carried out at Arlebury Park would be
sourced 50% by the Football Foundation and 50% from Open Spaces Funding or
earmarked reserves Q. Cllr. John
Read Request the use of Arlebury Park for a running event to be staged on 8th
June ,2008 which was being organized
by the Rotary Club. The event was
designed to incorporate all age ranges within the community. A. NATC welcomed
organizations making use of the facilities and asked that dates be forwarded
to the office in order that the event may be scheduled for next year. SPORTS SECTION Football TI reported on the progress of the club.
Approval was
given for the seeding of the pitches at a cost of £680. The Football
Foundation funding application had been rejected although work had been completed
in line with Funding requirements. The Football club would be fundraising for
50% of the £19,600 and required 50%
from NATCs open space fund. It was
queried whether the work could be brought in line with the revised funding requirements,
to obtain all or partial football funding..
TI felt that the application would not be viewed quickly or generously
due to the large grant already obtained.
TI was asked to write to NATC giving full details of the situation. TI confirmed that
the terms of the NATC football lease were granted to conform to the FA funding
criteria. TI and AJ to
liaise regarding cricket and football season overlaps and friendly matches. TY stated that
the football youth had grown to 220/230 players. The youths had had a good season and 6 aside matches were being
organized to boost funds. Cricket AJ thanked TI for
his held with the ground and Arlebury Club for teas. Cricket was up and running with 100 colts.
Rugby Had had a
disappointed season due to injury and sickness. The youth were 3rd in the merit table which was
commendable and the 2nd team had completed more matches which
reflected the clubs increase in numbers and was an indication of players
coming up through the system. Rugby
would be using Arlebury Park for training in the Summer. Chris Day confirmed that the strategy
would be in place for a meeting with counsel. Both CD and HO would attend both meeting with Counsel and WCC
Cabinet hearing of CPO. Clerk to
arrange a meeting and inform the club of the date. Tennis RMcP reported
that the resurfacing project was ready to go out to tender. The Club had a list of potential
contractors. RMcP stressed that the
25 year lease approved NATC was a condition of the LTA loan. Week-end Changing Arrangements It was agreed
that a changing room key would be left in the boiler room. All sporting clubs to be furnished with a
key to the boiler room for access to the changing room key. TI to liaise with all club representatives
to ensure they are supplied with a boiler room key. Perins It was felt that
it would be mutual beneficial to both Perins and NATC to strengthen
relationships. Clerk to write to
Colin Harris inviting him to a meeting to discuss ways forward. PARKS AND EQUIPMENT Play Equipment: The pod swing (Sun Hill) and Roll-up (Stratton Bates). Equipment had arrived and was being stored
by manufacturer. Soft surfacing company was delayed due to weather and
illness. Clerk to obtain further
quote for soft surfacing to ensure work is completed.. Structure abutting the wall at Arlebury
Park (Party wall consent) Clerk to write to
own and suggest the owner employ a party wall surveyor to ascertain their
position in respect of the structure abutting the Arlebury Park Wall. Sun Hill Flora and Fauna Verge The church is in
possession of guidelines relating to the cutting back of Flora and Fauna undergrowth. Cllr .Power to review the guidelines and
report back to the committee. No
cutting of the verge to be carried out until a decision has been reached. Arelbury Park Maintenance Resolution: To include the strimming of the East side upper
field (Arlebury Park) into the
monthly maintenance contract at a cost of £22. Proposed Cllr.
Cattle Seconded Cllr. Read (AGREED) Car Park at Arlebury Park Clerk to place advertisements
in respect of the annual rental of
the remaining Arelbury Park Car Bays. Sun Hill Chalk Graffiti The Committee
felt there was no easy method of removing the reoccurring chalk graffiti at
Sun HIll. Manual cleaning to continue
as and when required. Weed and Feed (playing fields at Stratton
Bates and Arlebury Park) Resolution: To weed and fertilise both Arlebury Park and Stratton
Bates at a total cost of £960 + VAT. Proposed Cllr. Luckham
Seconded Cllr. Power (AGREED) Stratton Bates Pavillion Cllr. Middleton
and T. Ingram to review the Stratton Bates Pavillion and report back to the
Committee renovation proposals. TY
reported that the lights at the pavillion
were not working. FINANCE Budget figures
should be more current in order that the Committee may properly review financial situation. Open Spaces £124.911
funds available as at 30/4/07 TREE REGENERATION Drawings to be
reviewed again prior to any action being taken. FURTURE MEETING DATES AND AGENDA ITEMS Wednesday 18th July, Arlebury Park (Upper
