Minutes of Meeting held 8th April 2010

Resolution: To approve the Minutes of 8th April, 2010 as true and accurate.

City/District Cllr. Report - Cllr. Jackie Porter reported that her devolved budget commenced again on 1st June.  Alresford’s under £25k schemed in respect of the footpath along the Railway line that was awaiting costs. A Local Children’s Partnership had started to tackle a range of areas such as effects of poverty on educational attainment and local teenage conception rate.  There were material planning objections to Barton Farm based on Highway Agency Objections.  The Highways list was kept up to date to allow for S106 to be extracted.  The list did not include Salisbury Rd/Grange Road/Rosebery Road.  WCC did not extract S106 from Sept.08 - June 09 and the New Farm Road application dispute the list.  Glade Festival was cancelled.  The Friends of CAB Outreach were suggesting a levy of .25p each electoral head to sustain the outreach service.  The Grit Bin list was being reviewed.

Mr. Atkins - Distributed a statement which gave his perspective on complaints made to WCC on Cllr. Code of Conduct alleged infringements and to the Audit Commission on alleged discrepancies in Year end accounts.  Mr. Atkins read out his statement and produced an extensive document to quantify the extensive work carried out by WCC in respect of the Code of Conduct complaints.  NATC - Thanked Mr. Atkins stating that these matters were still open and no ruling had yet been made on any of  them and it would therefore be inappropriate to comment.

April Figures - Refreshment bar figures to be analysed.  By moving to the 1st Tuesday of the month figures would be one month in arrears going forward.  Clerk to forward figures to Cllrs. upon completion each month

Music Festival Resolution: To approve the Parking of a maximum of 400 Cars at Stratton Bates Recreation Park on the 19th June (Music Festival) subject to a minimum of 4 marshalls at all times and a maximum of 8 marshalls at peak times where there were 50 movements an hour. NATC reserves the right to claim up-to £500 for any damage made to the grounds.  Proposed: Cllr. Luckham.  Seconded: Cllr. Middleton. (AGREED)

The Planning procedures were reviewed and the following amendments were requested.  (a) The removal of the requirement for the Planning chair to have professional qualifications in the Construction Industry. (b) All notices and Agendas to state that NATC have no powers to grant planning applications and the public to be reminded of this at the start of each meeting.

Reports from Outside Bodies

Alresford & District Partnership - Were considering setting up a residents association.  Ropley swimming pool is to be opened to the public and the public use would give a good indication of community need for this facility.  Final funding for administration of the partnership had been received.

Town Trust - (Cllr. Luckham declared a personal interest as one of the nominated NATC Trustees.)  He informed the meeting that the Trust had lost its youngest trustee and stated that the Trust continued to require minibus funding and would be applying to NATC for grants which he asked the Council to give its full consideration.

Green/Climate Change - This body had a stall at the Watercress Festival to promote climate change issues.  Details of grants to insulate local houses were being advertised.
