Declaration of Interests - Cllr. Gentry declared a Personal and Prejudicial Interest in Section 106 Station Road development based on if it preceded it would improve the sight line from his drive and improve the well-being of himself and his family as they would not run the risk of a traffic accident. (Min. 174.2)

Cllr. Yeldham declared a Personal Interest in Section 106 Grange Road improvement as his daughter resided in Salisbury Road.

Meeting Closed.

Public Participation - Cllr. Gentry made a public statement regarding his perspective on the Station Road Highways Improved S106 project.  The Chairman thanked Cllr. Gentry for his input.   Meeting reconvened.

Section 106 Projects.  It was proposed that all recommendations made in respect of the Section 106 schemes be taken to Full Council for ratification.

Full Town

174.1

A0001    (Cycle Route) -  The requirement for this cycle route from the Town Centre to the far side of the railway bridge on the south side of the Ave where the track is to be combined to a cycle and pedestrian footpath which joins NCN23 was confirmed.

Cllr. Gentry left the room.

NA0002 (Station Road Highways Improvement) In addition to the provision of ‘red footpath’ on the norh side of Station Approach the scheme to also include the following:- (a) To remove the gate post and approximately 1m of fence at the corner of Station Road and the car park by the Surgery to provide a defined pedestrian route as an extension of (b) the provision of a painted or physically defined walkway  as a pedestrian designated path. (c) Provide an additional footpath of approximately 20m to extend the footway on the east of Station Road outside the Station Mill.. (d) The disabled bay, outside the surgery to be moved to the east side of Station Road. (e) within the Car Park perimeter a No Entry sign to be installed with all associated car park arrows to support the No Entry restriction.  Cllr. Gentry returned to the meeting.

NA0003 (Sun Hill pedestrian walkway) Project cost exceeds community need.  Scheme to be removed from S106 list in favour of NA0009 (174.10)

NA0004 (West St (north side) road narrowing) - See West Street Project.

NA0006 (Public  transport infrastructure - buses and bus stops) Council required full scheme details upon completion and reserve the right of approval before implementation.

NA0008 (Grange road traffic calming & footpath widening - issue mature trees) The Committee considered a Public Meeting should be arranged before any Council recommendations are made regarding the proposed scheme.

NA0009 (West St improvement)  - See West Street Project.

NA0010 (Sun Lane Pedestrian access) Confirmed requirement - Resolution:  To provide a proper pedestrian walkway on the west side of the Railway bridge. Proposed: Cllr. Gentry.  Seconded: Cllr. Luckham (AGREED). (Full Town ratified on 13th June)

NA0011 (Pedestrian enhancement) This scheme to be removed from the New Alresford S106 list as it is outside the Town (Parish) boundary in Old Alresford Parish.This path is the main connecting path between Old and New Alresford and whilst the primary  benefit is for the residents  of  Old Alresford Parish the Town Council do see the need for improvements.

NA0012 (Public  transport infrastructure - buses and bus stops) This scheme to be removed as there is little benefit to  the Alresford community.

NA0013 (Public  transport infrastructure - buses and bus stops) This scheme to be removed unless further justification  is provided as a kiosk is deemed to be unsuitable for a conservation area and it will provide little real benefit to the community for the cost involved.

NA0014 (West Street improvement) Pedestrian crossing point on West Street near junction with  Jacklyns Lane. See West Street Project

Additions to the Section 106 Projects

 

175.1

West Street Project (NA0004/0005/0009/0014 - West Street Improvement).  Recommendation that these 4 schemes be considered as a whole and be combined into the West Street Project.  The West Street Project group to formulate their proposals for West Street and the project to be added to the Section 106 project list.  The project to ensure that all current West Street proposals both the North and South side of West Street be integrate into a comprehensive design.  This plan to also to incorporate the cross road at The Dean and Jacklyns lane.

 

175.2

Sun Lane/East Street junction - Camber and the grade of the highway to be restructured. All proposals to be presented to Council for approval prior to any implementation.   

 

175.3

The Soke - The bottom of Broad Street and The Globe Inn area to be improved with particular regard given to pedestrian safety.  All proposals to be presented to Council for approval prior to any implementation.

Lighting PFI Scheme - Quotations for HCC to carry out the work which enables them to adopt 12 lights and for the discontinuation of 1 light.  Upon completion of this work Alresford will be responsible for 5 lights located in the following areas (Basingstoke Road/Spring Gardens/Brandy Mount/Jacklyns lane & Lime Road junction/Hill Terrance.  HCC to produce the quotes within 28 days.  Anticipated expenditure £4k.

Highway Maintenance - Highways had responded that all issues reported to them were currently in hand.

Cycle Racks.  Resolution: To install two cycle racks on the islands on the East Side of Broad Street.  Proposed:  Cllr. Gentry  Seconded: Cllr. Cattle (AGREED) Town Trust to be asked for comments

Finance Resolution:  To provide and ring fence £4k in the Environment budget for the cost of the lighting works to meet the PFI criteria.  Proposed Cllr. Gentry Seconded: Cllr. Cattle (AGREED)
