Station Car Park Access – noted ongoing.

West Street Project – The brief has been extended to include the north part of West Street and Jacklyn’s Lane bus stop.  The plans are being re-drawn and will come with recommendations and proposals to enhance the crossing and improve other items.  The West Street Project Group meets in September to consider the proposals and may then be in a position to go public.  To be discussed when recommendations known.

Grit Bins

Grit bins to be checked by Cllr Cattle to ensure undamaged and grit inside.  Bin at top of Ladywell Lane appears to have moved slightly - highways to be asked to check.  Bottom of Grange Road near Catholic church needs adding to list and bus stop by Co-op for pavement use.  Problems last year with grit being taken for personal use – notices to be posted on bins.

Highway Maintenance

New Farm Road and Operation Resilience – HCC Highways have advised that the work is scheduled for this financial year.  Drainage problems to be dealt with before resurfacing.  In addition Bridge Road being investigated in area where bridge was with a view to necessary work being carried out at the same time.

Broad Street Bollards – Missing bollards should be replaced ‘shortly’.

Sun Lane

Width/Weight Restriction and Haig Road Junction:

Problems have been experienced with large vehicles being unable to proceed up Sun Lane due to parked vehicles and in some cases police assistance being needed in order to reverse back into East Street.  Cllr Cattle had discussed with Sgt Smith who would support a request for a Traffic Regulation Order to restrict vehicular width/ weight.  Agreed that a restriction would create a problem for Nursery Road and Appledown Close.  Problem is caused due to the parked vehicles, these belonging to residents of East Street and local business employees.  A two hour parking restriction would not resolve the problem.  Marked car parking spaces would discourage parking too far into the road but road still too narrow.  Noted that Bowls Club don’t have on-site parking.  Agreed that a single yellow line would still enable parking on Sundays.

Resolution:  That double yellow lines outside the Bowls Club be reinstated and extended and that a single yellow line be implemented up to Haig Road on both sides of the road.*

Traffic and Car Parking Working Party

A meeting of the Working Party led by Cllr Carpenter had been held. Notes of meeting circulated and discussed. Recommended that standard 2 hr parking restriction should be implemented throughout the town centre rather than differing times as currently.  Parking should be permitted in Thursday only bays after 9.00 am if market traders not using.   Sign needed ‘No Parking Before 9.00 a.m – Thursdays’.  Markings in bays should read same – if traders using they will have arrived by then.  Noted problems being caused by some stall holders parking vehicles behind stall causing obstruction – for addressing by Trustees.   CEO’s methods at times draconian – should be seeking to move vehicles on rather than distributing tickets.   This objective needs reinforcing with CEOs.  Suggest residents or residents/visitors only parking be introduced in Haig Road, Sun Lane, Edward Terrace and The Dean for residents without off-street parking.  Permit to enable unlimited parking – non-residents limited to 2 hours.  Discussed need for permit fee – administrative costs for signs, paperwork etc - £50 per annum to be considered. Noted restrictions in Haig Road would reduce problems at the junction.  Implement Pay and Display at Arlebury Park (already being progressed).  Re-visit decision not to have 20 minute parking outside The Co-op.

Allotments Update  Extension to the water supply has been installed.  Cllr Middleton is re-doing plans and plot charge according to size can be calculated when done.  Applicants on waiting list to be contacted to ascertain whether allotment still required.  Not considered that shared gardens appropriate for NATC to administer as any scheme would involve private gardens.   Request to erect a shed 6’ x 8’ received from B7 plotholder – granted, must be erected within the plot.  Agent for Tichborne Estates requested that overhanging trees on road boundary be attended to.  Pete Bridges programming work in – cost to be borne by tree maintenance budget.

Re-Positioning of Speed Lit sign – Cricketer’s PH Cross Road

Currently positioned 200 yds from The Cricketers on the west side – post no 28.  A better position when approaching from Cheriton would be either post 29 or 27. 

Resoluton:  That a request be made for the Cricketer’s PH Cross Roads sign to be re-positioned.

Noted that signs are attached to lamp posts – current positions are:  1. Winchester Road, outside the Barn east and west.  2.  The Avenue, both directions, outside ARC.  3. East Street (at end of Sun Lane), one east bound and one west bound.  4.  Jacklyn’s Lane – one going up and one going down.  5.  Tichborne Down – reversible.

New Farm Road Bus Shelter  Due to impaired visibility from the bus shelter the bus has on occasion passed by before those inside, have exited.  An adequate viewing hole needs inserting into the shelter.  One brick has already been removed but not enough.   Agreed another should be removed and the gap created timber lined.  Also letter to Stagecoach requesting drivers be made aware passengers may be in the shelter.

Way Forward For The Soke

A complex / long term venture - the original bridge is crumbling and disintegrating resulting in deterioration of the environment and of the house next door.  Concerns also for pedestrian safety.  As this is a sensitive part of the conservation area NATC would not want traffic lights, additionally traffic lights could have an even more detrimental effect on the house due to vibration from stopping/starting large vehicles.  Cllr Cattle has a folder of information on Ancient Bridges and Highways which relates to this area.  Cllr Gentry to scan and forward to all members
