Meeting Closed.

Jonathan Cranfield new Chairman of the Greening Campaign spoke of Alresford Wildlife Group’s BioBlitz to be held 21/22 May for the purpose of recording local wildlife and with a target of 300 species,  also including various free events over the two days.    The Greening Campaign is connected to the Wildlife Group.  The Greening Campaign was dormant but now moving forward.

Public Participation Meeting reconvened.

Section 106 Projects

Sun Lane Bridge – now done.  Traffic moving freely and comments on the whole favourable.

Station Car Park Access – now being handled by the Town Clerk.

Grit Bins

It has been reported to Highways that a Ladywell Lane bin is damaged.  People generally seem pleased with the bin distribution so far.  Grit bin at the top of Broad Street needs moving, should be where the original one was.

Highway Maintenance

New Farm Road and Operation Resilience – not moved forward yet.  Needs dealing with before winter.  To be chased.

Broad Street Bollards – Bollards that have been missing for 18 months not yet replaced.  There are three missing,  which were picked up earlier in the year but have not been put back.  To chase.

Litter Pick

To date there has been only one volunteer -  Town Trust to do The Avenue,  Cllr Cattle volunteered Bowling Club for Sun Lane/Nursery Road, Cllr Phillips will do Soke area and Wildlife Group the Stratton Bates area.

Allotments Update  Quotations for extending the water supply to Phase 3 had been received from H Woollhead and Merry Matthews Land Services.

Resolution: To extend the water supply approximately 30m to serve Phase 3 plots at a cost of £725.00 exc VAT (Merry Matthews Land Services).

Perins’ Footpath – A complaint had been received that lighting not on after 10.00pm.  Noted that this is a permissive footpath at the discretion of Perins.  NATC cannot enforce closure of gate or timing of lights, this at the discretion of Perins.  After 10.00pm there is an alternative route along The Avenue.  No further action at this time.

The Avenue/Broad Street Trees Maintenance – For discussion  with Town Trust after the elections.

What would we like to achieve in the next four years from an environment point of view?  (Note –  the list is not prioritised)

Ø       Action by HCC to resolve problems at The Soke (HCC have said this is top of their list but the issues are complicated to resolve)

Ø       The whole of West Street completed together with the Jacklyns Lane junction

Ø       Station Car Park Access completed

Ø       Cycle paths from Bishops Sutton to Sun Lane and Jacklyns Lane to the bridge

Ø       New Farm Road bridge

Ø       Car parking issues - possibly contract parking, i.e season tickets as part of pay and display at Arlebury car park, possibly time limit in The Dean extend to 4 hours, possibly token books/vouchers

Ø       Enforcement of speed limits through the town, especially critical times 7.00 – 9.00 am and 5.00 – 7.00pm

Ø       Reduction of carbon emissions where practical

Ø       Shared gardens as an alternative to additional allotments – noted that field opposite current allotments too wet for allotment use.

Ø       Maintain the Millennium walk

Any Other Business:  Cllr Phillips queried current position on burial grounds.  Church Commissioners have found some additional land within the churchyard.   Confirmed that NATC is not the burial authority, this being Winchester City Council.
