The chairman thanked Turea Spencer for all the work she had undertaken as Clerk of the Environment Committee as, due to relocation, this is the last meeting that she will be presiding over.

Energy-saving sea and air

Frank Barker: Re: Resurfacing of the Alresford bypass. Explained he was keen to get the County Council to commit to the same surface as the Bentley bypass. Where the bypass rises all traffic noise carries across the Sun Hill area.  Suggested that NATC could request the City Council to commit to the resurfacing of this project. He explained that the Bentley bypass had struck a deal to use this material and would like to know who, why and how this came about. He asked; what does the Environment Committee think?

Reply: it was explained that the bypass was not actually within the curtilage of the town boundary and therefore did not come under NATC jurisdiction. However, the council is happy to work in conjunction with HCC Cllr Jacqui Porter, Itchen Abbas Town Council and Neil Baxter. Mr Barker was urged not to let anyone forget this problem as although its outside the parish boundary it affects Alresford's residents.

Dist Cllr Ernie Jeffs - explained the history of recording highways.  Hampshire County Council have done tests over the past five years. He suggested that Mr Barker look into the history

Mr Barker: asked the committee whether there had been a large concern within the town on the recent pop festival and related noises. He explained that it was now a three-day event and there were two held per year lasting approximately 17 hours for each event. He would like to have a level of noise reduced.

Ernie Jeffs - explained the site owner had been granted a license for 10 events per annum. Cheriton has also put in complaints. It was suggested that NATC, Cheriton, and Itchen adverse club together and suggest a way forward. The events are monitored by WCC and police.

Letter Mrs Halley - Footpath concerned is in a very bad state. South road to Ashburton Road, New Farm Road to Jacklyns Lane were also a problem.

It was reported that complaints have also been received from mums and children getting stung from overgrown nettles while walking Edward Terrace.  Other problem areas have been identified; the corner of Grange Road at the junction of Jacklyns Lane, the corner of South Road on the grass verge, the hedges are overgrown which pushes people out into the road.

Budget

The most up-to-date budget sheet was April. At the meeting Cllr Phillips handed the Clerk June budget sheet. Bus shelter:                               £190

Lighting, litter and dog fouling £187

Total expenditure                      £543.

Resolution: to order two-times single, one times multi- cycle racks to be sited in Broad Street.

Cost: £271 the lead time for delivery is seven weeks £368 for a multi-stand.

This was agreed in principle to the sum of £600 a before town meeting. Clerk to write to NATT for approval of design and location of cycle racks in Broad Street.  Also write to the Alresford Society to keep them informed.

 

Litter

The pilot scheme to clean up White Hill is working well.  Problems may be encountered getting the public involved in other areas. It was thought the launch of a public campaign through the News Letter and local publications may help to get the public involved in other areas such as their own road or verge. It was requested not to include the town centre.

Cllr Yeldham - explained there was an annual litter pick where the W.I. is involved. Perins School needs to educate its students not to drop litter.  A lot of litter is left after Saturday night, it would be nice to tidy up for visitors on a Sunday.

 

Pinglestone Road

Explorations are ongoing to adopt this road as restricted use by NATC.  The relevant claim forms have now been received from Rights of Way.

 

Broad Street

Resolution: to write to Hampshire County Council for a date to replace the 53 broken paving slabs and the four missing bollards. Copy Jacqui Porter.

It was requested to arrange a site meeting with Mr Taylor, Jacqui Porter, John Cattle and a member of NATT.

 

Highway Lime Tree Outside 71 Grange Road: HCC Arboricultural Assistant Mr Christopher Corder has inspected and determined that the tree is suffering from significant decay present within the central regions of the tree’s stem and has issued instructions to remove the tree for highway safety. 

It was suggested that a request be made to HCC for a replacement with a non invasive specimen.

Hampshire Street Lighting Private Finance Initiative: No areas identified for bids

Street name for Barrett's development: following e-mail correspondence from Mr A Rutter the new street name has been confirmed as Thornton Close.

 

Cycle Route: The B3047 junction improvements both cyclists and walkers. It was agreed it will be situated on the south side of the carriageway.  Concerns were the bus-stop and a continuation of a footpath together with safe crossing for the cyclists. It is possible that the footpath into Alresford may be upgraded into a cycle path. To accommodate the new cycle route the road had to be resurfaced up to anti skid standard and new road

Markings put in place.
