SPORTS AND YOUTH

Football - TI started that the football season had begun.  He had liaised with the grounds-man in respect of pitch grass cuts.  The football club would be taking on this responsibility throughout the football season.  TI requested keys for Stratton Bates Pavillion and Arlebury Park changing rooms 1 & 2.  Clerk to supply football club with these keys.   Dog Fouling & litter remained a problem.  Clerk to arrange with contractor CD to clear pitches Saturday mornings and to arrange a meeting with the Dog warden and PSCO.  TI reminded the Committee of  FA No Alcohol and No smoking rule during games.  Clerk to request the ARC staff to reinforce this sanction.  Alcohol in the Alresford parks to be put to Full Council.  Clerk to produce a report on various criteria that needed to be considered in respect of Alcohol consumption in Parks.  TI to attend an annual review meeting with the Football Foundation on 13th October and was in the process of completing the FF annual evaluation report.  The Club were happy with the ARC service provided to them during the season.

Football Youth - Written Report

Cricket - AJ reinforced the Football complaint of litter and dog fouling. He reported the artificial pitch was in good repair.  Thanks was given to Sally for cricket teas and invoice was awaited.  The John Arlott Cricket event was a success and thanks went to all local teams who supported the day.  It was suggested that the Alresford Partnership in conjunction with the Cricket Club initiate this as an annual event.

Rugby - No report.  The CPO to be put forward to WCC Cabinet in October.  Clerk to check that the hearing schedule remained on target. for October.

Tennis - RMcP reported that planning permission was being sought for their pavillion.  The club would be distributing letters to local residents with available dates to discuss the building of the pavillion. Cllrs. were asked if they could be in attendance.  KY agreed to attend on 26th September and BJ agreed to attend on 3rd October.  It was anticipated that the pavillion would take 6-8 weeks to complete.

Perins - Written Report

Youth - Written Report.  The questionnaire was applauded and was considered to be helpful by Clubs.  The results of the questionnaire to go to the Partnership for review.  An Alresford swimming pool remained the prime demand and SMcC felt that perhaps it was time to reassess this requirement.  Youth primary liked to be outside and would like there to be an area where they could meet and not be seen as a nuisance.  Partnership to be asked to review this on behalf of the Youth. Parents of Jrns. were being invited to partake in a workshop.  It was felt that a junior chapter would be beneficial. All the data collected should enable a long term strategy to be formed.

FINANCE

Recreation Budget 2010/11 - Based on last years figures and expenditures and a percentage average increase it was considered that the 2010/11 recreation budget be proposed at £31,500.  NATC Cllrs. for Recreation would take this figure forward to the Full Town Council for approval.  Clerk to review this figure and inform the chair prior to the November precept meeting should the figure be greater than £31,500.

PARKS AND EQUIPMENT

Stratton Bates - All remedial works in respect of the Stratton Bates Pavillion had either been completed or scheduled to be carried out.  It was arranged for TI to check that the plumbing was operation for the start of the season.  The cost of all plumbing defects to be reported to the Clerk.  The Full Council were considering the renovation of the Stratton Bates Pavillion.  It was reported that this project criteria would be dependant upon 80% of funding contributed by external sources and the facility being beneficial to the whole community by catering for multi-users.  SMcC reported that Youths did not consider this location suitable for their pursuits stating they preferred the town based advantage of the Chapel.  SMcC would canvass the youth for their suggestions on the possible use they feel the pavillion facility could provide.

Sun Hill - The request made by Cllr. Power to carry out a survey in respect of usage at Sun Hill was to go before the Full Town Meeting on the 8th October.

Memorial Gardens - Prior to any decision being made in respect of crazy paving to be implemented around the old swimming pool area at the Memorial Gardens.  Cllr. Yeldham and Cattle would inspect the site and report back to the Committee their recommendations.

Arlebury Park - A meeting in respect of overspill parking at Arlebury Park to be arranged and the findings to be  to be considered by the Full Town Council.  It was felt that proper signage may resolve the matter.

Tree Planting - The Recreation Committee could not sanction the planting of trees in the park without prior knowledge of the species.  The girl guides request to plant tree/s during their centenary year could not be granted until they were able to identify what species the tree/s were and it was ascertained whether the parks could accommodate the growth.  Once this information had been acquired the matter would be considered by Full Town Council.
